Senior Medical Data Scientist and Co-Chief Technology Officer

Sean is an accomplished CTO and Enterprise Architect specializing in healthcare IT infrastructures, medical big data, and fiduciary compliance automation. He has extensive experience in designing and implementing standards-compliant IT architectures in the healthcare, subrogation, pharmaceutical, and financial sectors. Sean has proven leadership in project design, AI-driven analytics, API and microservices, IP protection, and full-stack development. He has two patents in human clinical trial data management and fiduciary compliance automation, and is skilled in regulatory compliance (HIPAA, HITECH, OIG and FDA) and medical coding standards (ICD-9/10, CPT, HCPCS, and NDC).

Sean co-founded and serves as CTO and Enterprise Architect for Hagimo LLC, which integrates diverse data sources to provide comprehensive insights and advanced AI analytics across multiple industries. At Hagimo, Sean designed and implemented large-scale medical data analytics platforms for mass tort and multi-district litigation, managing more than 100,000 claimants and 900+ law firms. He also developed AI-driven systems for identifying patients eligible for legal claims based on medical history and payer data, and he created and managed automated fiduciary compliance platforms for self-funded health plans. Sean led architecture and development of payer services, leveraging extensive EMR/EHR datasets, and he established industry partnerships to scale proprietary data-driven solutions.

Before Hagimo, Sean was co-founder and Senior Architect and Chief Security Officer of Provisio, Inc. Sean developed one of the first HIPAA-certified big data platforms for clinical trial enrollment and site selection, and he created end-to-end analytics platforms integrating X12.835/837, HL7, and EMR/EHR data. Sean also managed full clinical trial simulation and site efficacy modeling. Before Provisio, Sean was a senior software engineer for Education Networks of America and Magnet Communication Inc.

Sean’s primary technical skills are in scalable distributed systems, API development (SOAP, REST, JSON), microservice and cloud-based architectures, blockchain, GIS development and visualization, X12.835/837, HL7, CDISC, EMR/EHR integration, medical coding standards (ICD-9/10, CPT, HCPCS, NDC), data privacy and security (de-identification, hashing, privacy law compliance), and fraud detection & payer analytics. His primary development tools are Microsoft .NET, CFML, ASP, Microsoft SQL Server, MySQL, PostgreSQL and Hadoop.

Sean holds two patents, one in fiduciary compliance automation (co-inventor: Larry E. Crocker), and the other in systems and methods for developing studies such as clinical trials (co-inventor: Paul J. Smith). He has been the architect of three notable projects: DirectConnect™ (proprietary data platform with deep health histories for 60 million U.S. citizens); Hagimo Data Universe™ (500 billion data points supporting clinical trials and payer analytics); and FiduciaryEDGE™ (ERISA-complaint automation platform for retirement and investment plan management).
